To manage planning efforts and implementation strategies to achieve the mission of Tamarack Nature Center (TNC) and Ramsey County; to develop and implement outdoor recreation and environmental education programs for the general public, schools, and organized groups; to direct and manage the operations of TNC; fund development and grant administration; develop and manage a high-performing staff; and to perform related duties as assigned.

The current vacancy: All duties performed should be seen through a lens of racial equity, with a goal of providing services to a clientele as racially and ethnically diverse as Ramsey County.

Examples of Work Performed

 

  1. Promote a diverse, culturally competent, and respectful workplace.
  2. Plan, direct, and implement extensive and diversified outdoor recreation and environmental education programs at TNC, outreach sites, and other Ramsey County parks.
  3. Recruit, train, schedule and supervise staff to conduct programs that achieve program objectives in the most efficient and effective manner.
  4. Coordinate with Communications to develop and implement public information and promotional information on offered programs, including social media, news releases, electronic media, brochures, booklets, and flyers.
  5. Participate in the planning and management of the natural resources within the Tamarack Nature Center.
  6. Evaluate services, programs and curriculum to ensure that they are functioning effectively and achieving their stated goals and objectives.
  7. Plan, direct, and coordinate the operation and routine maintenance of the Tamarack Nature Center to ensure a high quality experience for park users.
  8. Prepare, recommend, and administer the bi-annual nature interpretive budget and develop an annual work plan to achieve budget objectives.
  9. Develop strategic and comprehensive plans for TNC’s programs and facilities.
  10. Direct and coordinate fund development activities for special projects, including investigation of funding opportunities, writing and administering grants, and performing other potential fund development activities.
  11. Establish and maintain cooperative relationships with school districts, other governmental units, and non-profit organizations in providing outdoor education services and programs that meet identified needs within the community.
  12. Plan, direct, and coordinate early childhood and family education programs for nature preschool programs at TNC.
  13. Direct and manage the recruitment, training, evaluation, scheduling, and recognition of 75 (or more) volunteers.
  14. Direct the live animal care program at the nature center.
  15. Develop and lead outreach strategies to reach equity goals.
(The work assigned to a position in this classification may not include all possible tasks in this description and does not limit the assignment of any additional tasks in this classification.  Regular attendance according to the position’s management approved work schedule is required.)

Minimum Qualifications

Education:  B.A. degree in Outdoor Education, Environmental Studies/Education, Biology, Natural Resources Management, Natural Sciences, Education, or a related field.
 
Experience:  Four years of experience developing, teaching, and administering a comprehensive environmental education program to include two years managing or supervising a comprehensive environmental education program.
 
Substitutions:  Associated Degree in Outdoor Education, Environmental Studies/Education, Biology, Natural Resources Management, Natural Sciences, Education, or a related field and six years of experience in developing, teaching, and administering a comprehensive environmental education program to include two years managing or supervising a comprehensive environmental education program. OR a high school diploma and eight years of experience developing, teaching, and administering a comprehensive environmental education program to include two years managing or supervising a comprehensive environmental education program.

Certifications/Licensure:  None.
 
Preferred: Successful experience in writing and administering grants and in developing and implementing early childhood programs.
 

Exam/Screening Process Information

The examination process will consist of the following section with each section weighted as indicated:

  • Training and Experience Rating = 100% 
Note: SELECTION PROCESS: The examination/selection process for this classification will be based on the results of the Training & Experience Exam. The top 20 candidates will be forwarded to the hiring department for further consideration.

The examination for Outdoor Education Manager will consist of a training and experience rating, comprised of the questions in the attached supplemental questionnaire. Not all applicants who meet the minimum qualifications will pass the training and experience rating.  The rating on this supplemental questionnaire will depend your answers to the questions – do not mark “see resume” or “see work history” as a response.  Please answer all your questions clearly and completely.  Failure to respond could affect your score and final rank on this examination.
 
Eligible List: The names of all applicants who filed a properly completed application and passed the examination/screening process shall be placed on the eligible list for an employment opportunity as a Outdoor Education Manager. This list will be certified to the appointing authority which may use this list to conduct interviews to fill a vacancy. Candidates will remain on the list for one month or until hired, whichever occurs first. A notice will be sent to applicants at the time the eligible list is posted, informing them that the list has been posted and their rank on the list.
 
Veteran's Preference: This is a classified position requiring an open, competitive selection process.  Veteran's Preference points will be applied after a candidate passes the examination process.  Applicants who are eligible for veteran's preference should update their veteran's DD214, and other supporting documents, and submit them as an attachment at the time of application.
 
Criminal Background Checks:  All employment offers are conditioned upon the applicant passing a criminal background check. Convictions are not an automatic bar to employment. Each case is considered on its individual merits and the type of work sought. However, making false statements or withholding information will cause you to be barred from employment, or removed from employment.
 
E-Verify Participation:  Ramsey County participates in the federal E-Verify program. This means that Ramsey County will provide the Social Security Administration (SSA) and, if necessary, the Department of Homeland Security (DHS), with information from each new employee's Form I-9 to confirm work authorization. If the Government cannot confirm that you are authorized to work, Ramsey County is required to give you written instructions and an opportunity to contact DHS and/or the SSA before taking adverse action against you, including terminating your employment. Employers may not use E-Verify to pre-screen job applicants and may not limit or influence the choice of documents you present for use on the Form I-9.
